I’m no tech expert but I’m no dinosaur either. In fact tech dinosaurs might be in favour of the ‘old school’ look of this. Some observations:
There’s no button at the top to take you to the home of the Forum. You have to use the ‘back’ button on your browser
The ‘code’ buttons (/B / LINK /B-QUOTE etc) at the top require a knowledge (fairly simple but most people will have zero interest of learning) of what each means and how it will look when posted
To post an image you need to link to a web address. Who is going to do this? 99% of images will come from a phone and a simple upload from your mobile is required.
As it is, I cannot see adoption by the wider members. In my opinion, ‘tweaks’ (such as adding a button to go to different areas) will not change this. It is the wrong platform. The poor number of discussions so far show the confusion amongst the exec members. Some have posted, some have not but no thread conversations are very long.
If you search online there are countless platforms offering a modern service that is easy to use and looks like Facebook/Google etc and are therefore user focussed and interactive.
